To build a  ”model of activating, flexible and social employment”. To offer people living in a situation of life corresponding to that of the target group an opportunity to develop re-sources for taking control of their own life and their abilities of self-determination as well as to get their things in order. To develop cooperation with actors of the public sector (municipality and state) and the third sector to activate and employ people in a difficult em-ployment situation. Development of cooperation of the third sector parties to provide individual opportunities for people facing a difficult labour market situation. Utilisation of the know-how and experience of the third sector in work. Bringing forward the viewpoint of the persons concerned, for example of the longterm unemployed, in the contents and further development of the activities. To facilitate integration of persons  released from prison as actors to the society. Cutting of an eventual vicious circle of prison. To promote integration of people in a difficult situation of life as actors to the society: Helping from marginalisation to participation. To promote better realisation of social and economic equality. To motivate people to cooperate with themselves and with others to solve problems connected to different situations of life. Further development of the activities of the recycling centres towards the model of social enterprise, gaining of the status of a social enterprise. 

The Active Job Seekers governs the Behmo project and is responsible for project coordination together with the Evangelic-Lutheran Congregations of Joensuu. Practical implementation takes place mainly through recycling activities managed by the Active Job Seekers. 

The Finnish Social Insurance Institution Kela, labour office and labour administration, social work of the Evangelic-Lutheran Congregations of Joensuu, A-clinic (clinic for the cure of alcoholics) in Joensuu, mental health clinic, Association of mental health support in North karelia, Kotikartanoyhdistys ry, housing department of the city of Joensuu, North Karelia county prison, KHL and Juhta Oy. For finding international partners we will utilise the opportunities offered by Equal. 

Targeted at 25-50-year-old people, who have difficulties in finding employment or in earning their living. A demanding target group from the viewpoint of employment. Eco-nomic, social and cultural factors of uncertainty as well as factors relating to taking control of one's own life make it difficult to integrate to the society as a sufficiently authorised member. One can speak about marginalisation in proportion to the social normality. Problems have accumulated, but the persons are not entitled e.g. to a pension. The situation of life can be simplified as follows: a longterm unemployed person (4 years or longer), prob-lems have accumulated, willingness to cooperate (motivation), sees the need for change, the tools are missing, 25-50 years old, has not find employment regardless of several at-tempts, several unsuccessful employment relationships, not entitled to a pension, diffi-culties of prisoners about to be released from prison to integrate into the society, corresponding problems of persons going through intoxicant or mental health rehabilitation. Beneficiaries of the project comprise persons participating in the project (persons con-cerned), labour administration and through that the whole society. Actors; making coop-eration more adapted to its purpose. 

The project will result in the creation of an operation model of flexible and social em-ployment, destined to a demanding target group from the point of view of employment. The model will enable active development of individual solutions to solve problems relating to a specific life situation, by utilising the know-how of the persons concerned as well as of different authority parties and of the third sector. 
Cooperation development forum of the above mentioned parties with regard to the questions concerned (for example a monitoring group). 
The project activities will offer the local social and health care education institutions a learning environment. 
In addition to the above mentioned, the longterm aim is to develop a form of a so called social enterprise combining the principles of flexible employment and of sustainable development in accordance with the recycling directives, which for these parts increases equality of participation from the social and labour market viewpoint.  On the international level we can reciprocally provide practical training opportunities for persons working in projects of the same type. 

The city of Joensuu has existing social and health care services based on the legislation. In this operation model thinking, active utilisation of these existing services as well as of the network, and development of cooperation are important aspects. In fact the new aspect necessary to be created at this stage is the establishment of a basic operation unit relating to the project activities, as well as the establishment of workshop departments. With regard to needed premises, efforts will be made to utilise the premises of the Active Job Seekers and of the cooperation partners ac-cording to the needs. 
In the basic operation unit, two leaders will be responsible for customer work on the practical level. 
Duties of the leaders comprise in the initial phase an integral analysis of the situation and drawing up of a personal objective plan in cooperation with each customer. The leaders would also be responsible for intensive work in the initial and continuing phase. Cooperation with other parties right from the beginning. Work of the same kind with persons going through their deprivation of liberty and being about to be released from the prison. Cooperation would begin already 3-5 months prior to the end of the imprisonment. 

Custom, initial interview, analysis of the situation of life (F.P.S.), orientation period, activation period, employment period / independent employment / training / pension / another alternative. 
In all above mentioned parts the period's duration is flexible and supports the needs of the person concerned, however in the manner that persons involved in the project are expected to be involved 3-10 months on an average prior to employment or other alternatives. The leader cooperates with the person concerned during the whole process. Flexibility of the project is based on the different needs and starting points of each individual person in-volved in the project.
